Position Summary:
Under indirect supervision, the GME Reimbursement Project Manager – Rural Residency Programs coordinates with HSC GME Project Manager on the financial aspects of rural graduate medical education initiatives administered through the Office of Graduate Medical Education at the University of New Mexico. This position manages reimbursement for a multifaceted program consisting of rural residency rotations and associated initiatives funded through state appropriations, federal grants, and other external funding sources. This position should be knowledgeable of resident funding, IME/DGME reimbursement, contracting, and affiliation agreement compliance under CMS guidelines. The Reimbursement Project Manager is responsible for coordinating financial information for rural GME initiatives between UNM GME leadership, University of New Mexico Hospital, residency programs, rural training sites, and external partners. The position ensures compliance with regulatory requirements including those from the Accreditation Council for Graduate Medical Education (ACGME) and Centers for Medicare & Medicaid Services (CMS) while supporting the development and sustainability of rural physician training programs aligned with UNM’s mission to improve health care access across New Mexico. The Reimbursement Project Manager provides financial leadership, in partnership with the UNM GME Project Manager, UNM GME Fiscal and UNMH Financial Leadership, assists in managing budgets and funding streams, and helps develop systems to track rural rotations, funding utilization, and program outcomes. Ensure adherence to Hospital and Departmental Policies and Procedures. No patient care assignment.
Detailed responsibilities:
* PROGRAMS - Manage and oversee the financial activities of rural residency rotation programs and related initiatives associated to reimbursement
* PROJECT MANAGEMENT - Assist in the coordination and monitor with the UNM GME Project Manager for the rural training rotations in collaboration with residency program leadership, academic departments, and rural clinical partners
* TIMELINES - Establish and manage project timelines, and cost reporting requirements for rural GME initiatives
* SYSTEMS - Develop and implement systems and processes to track rotations, funding, program metrics, and reporting outcomes
* REPORTS - Coordinate the collection, compilation, and analysis of program activity data and prepare statistical and narrative reports as necessary
* STRATEGIC PLANNING - Support strategic planning efforts related to rural physician workforce development and training program sustainability
* MONITORING - Work with UNM GME Fiscal Team to monitor program budgets and funding sources for New Mexico State legislative appropriations
* TRACKING - Track resident full-time equivalents (FTEs) participating in rural training rotations to ensure accurate funding, allocation and reporting
* COORDINATE - Coordinate with GME fiscal teams, UNMH Finance, university finance, and contracts offices to manage budgeting, invoicing, reconciliation, and financial reporting
* COMPLIANCE - Prepare, interim status reports, and financial documentation to support compliance reviews, grant reporting, and Medicare audits
* REGULATORY OVERSIGHT - Ensure rural residency rotations comply with institutional policies and regulatory requirements from Centers for Medicare & Medicaid Services (CMS)
* COMPLIANCE - Monitor documentation and program activities to ensure compliance with funding regulations
* COMPLIANCE RISKS - Identify compliance risks and implement corrective actions in coordination with GME leadership and residency programs
* REPORTING - Maintain records rotation schedule received from the UNM SOM GME office for accurate FTE reporting related to funding and program administration
* REGULATORY REQUIREMENTS - Ensure residents rotating at rural sites meet regulatory requirements prior to the start of rotations
* LIAISON - Serve as one of the principal liaisons between UNM GME, UNMH, residency programs, rural hospitals and clinics, community partners, and state or federal agencies
* GUIDANCE - Provide technical and financial guidance to residency programs and rural training sites regarding funding, compliance, and operational requirements
* COLLABORATION - Collaborate with university departments, healthcare organizations, and community partners to expand and strengthen rural training opportunities
* REPORTS - Prepare presentations, reports, and summaries for leadership and external stakeholders
* ASSIST - Assist in the development of cost report preparation, communication, and outreach materials; may assist UNM SOM GME Office in the promotion and communication of program activities through institutional or public channels
* OTHER DUTIES - Perform other duties as assigned within UNMH Reimbursement Department

At least five (5) years of progressively responsible experience in graduate medical education, healthcare administration, project management, or program administration
Experience managing state or federal funding programs and regulatory compliance
